Jenny gets another chance to legislate

Jenny Randerson seems to be determined to deliver large chunks of the 2007 Welsh Liberal Democrat Manifesto from the opposition benches.

While her healthy school meals Measure continues to go through the Assembly processes, this morning she was drawn in the latest LCO ballot and will use the opportunity to try and draw down powers to force developers to publish and implement a travel plan for major new developments.

Randerson chooses a green future with historic LCO proposal

Welsh Lib Dem Shadow Minister for Transport and Cardiff Central AM, Jenny Randerson today won the opportunity to introduce a private member’s Legislative Competence Order to create a greener future for communities across Wales.

The Proposed “Major Development Travel Plans” LCO will seek the powers from Westminster to ensure all major developments in Wales have to address issues such as access to public transport, walking and cycling facilities and adequate parking at the planning stage.

Jenny Randerson is also currently pursuing a Private Member’s Measure to improve nutrition in schools.

Jenny Randerson said: “I am delighted to have been lucky enough to win through in the LCO ballot, particularly as I am also pursuing a private Member’s Measure as well.

“I am often contacted by constituents to raise issues about how so many developments, be they commercial, or housing take no account of how people get there. The idea of this proposal is to get the powers here in Wales so that we can address that issue, helping to encourage public transport, walking and cycling, and of course the issues of commuter parking.

“I hope that the Government will support my proposals to draw these powers down.”

Notes:

1. Jenny Randerson was selected to bring forward her LCO by ballot this morning. The wording is as follows: “The proposed Order would allow the National Assembly for Wales to legislate to require all major land use developments to publish and implement a ‘travel plan’ as a condition of planning permission.

2. Jenny Randerson now has 28 days to bring the General Principle of the LCO before the Assembly for Approval.

3. Jenny Randerson’s Measure on Healthy School food has now completed stage 1 and will proceed to Stage 2 in the coming months.
