		<description>If this padding with non-jobs is true, then it does no good for central government, local government or, in the long run, for civil servants.&lt;br /&gt;&lt;br /&gt;An extra layer of bureaucracy inhibits good decision-making and slows down communications. More money spent on central administration reduces support for local authorities.&lt;br /&gt;&lt;br /&gt;And when politicians make cuts in public services, if they are not prepared to cut civil service posts, then real-term cuts in pay are the only outcome. These hurt civil servants across the board, and most of all those in the entry grades.</description>
