		<description>It could be argued that the uselessness of a consultation period and the inevitability sometimes of the ministerial decision makes residents feel even MORE powerless than when they initially began the process. I&#039;m not arguing against consultation, but am saying consultation needs to be effective, and cost effective too</description>
