Double counting

The BBC report that the Assembly Government has announced details of how it will spend an additional £4 million for Hospices in Wales. Welcome as the cash is the clear impression is that this is new money. It is not.

The £4 million is money that was already in the budget and was announced the first time when that was published. It was also announced again as part of a Government amendment to a motion on hospices last month.

It is funny how the government can get so much good publicity out of the same £4 million. The art of spin lives on.
