Have a look at the high aspirations of IWA&#039;s &quot;The National Assembly Agenda&quot; if you can find a copy. The chapter on &quot;the Committees&quot; is especially rewarding.

There is another worm in the democratic bud: the length of time in advance in which questions have to be tabled. This means that it requires some ingenuity to introduce contemporary developments into the prroceedings.</description>
