It could have been even better. Have a look at the high aspirations of IWA's "The National Assembly Agenda" if you can find a copy. The chapter on "the Committees" is especially rewarding. There is another worm in the democratic bud: the length of time in advance in which questions have to be tabled. This means that it requires some ingenuity to introduce contemporary developments into the prroceedings.
