A friend of mine who teaches adult education classes has been CRB checked three times because there is, apparently, a "vulnerable adult" in one of his classes. He doesn't even know who it is. When you look at the definition you find it includes just about everyone. The only justification you mention is an obviously made up figure produced by someone with a massive vested interest. Does it not occur to you at all that vulnerable people might be better off if local councils stopped trying to run their lives? And you’ve got the word freedom above this crap!
