PFI is a long-term contract that sees private companies hugely enriched for little risk by providing services for the public sector. The housing investment trust is a means to obtain ivestment without the typical 25-year tie-in contracts that PFI profiteers demand. Councils and governments are always borrowing from financial institutions - this is no different to that. You’re not comparing like with like here Peter.
