		<description>We&#039;ve already seen what effect evasion of political decisions has. This government ordered cuts in public spending a few years ago, but instead of boldly and responsibly identifying priority areas and cutting the rest, they left the decisions to the civil service. The CS did what it always does in these circumstances and spread the cuts evenly across Departments. The result was the closing of local Job Centres and Inland Revenue offices across Wales, just as we began to suffer the credit crunch when job-seekers and small businesses needed the most assistance.</description>
