		<description>I can&#039;t say that there are any surprises there, but winning this referendum will simply move us from a confused hodge-podge with one set of variables to one with another set of variables: instead of LCOs amending schedule 5, we&#039;ll have LCOs amending schedule 7. It would be a disaster if the referendum were lost, but it does not in itself address this fundamental flaw. For too long we&#039;ve allowed the argument in favour of Welsh Home Rule to be dominated by Labour&#039;s principle-light Devolution approach to it.

I would be very interested in seeing the other three parties come to an agreement (or at the very least, begin to present individual policy positions) on quite which principles our government should be based. Then we could pursue the LCO needed (mercifully, the last one ever) to add an over-riding exceptions by referendum power to section 5 of part 2 of schedule 7 of the GOWA 2006 and then present something that would inspire broad-based popular support and understanding.</description>
