Since local government is devolved to the Assembly minister, and in particular Carl Sergeant there should be better stuff going on. i) non-elected council chiefs are overpaid massively, as are heads of dept's and ass ii) Their will be thousands of civ cervants unemployed Councils should be paid by the Assembly, eg Chief exec 45k, dept head 35k, different tiers the same amount More money in the pot for lower paid workers and more likely to keep job. If you are going to be unemployed civil servant look to the Assembly local govt minister Different view here Peter.
