Although this puzzled me: "A negotiating team was formed, including David Laws who had helped negotiate the Welsh agreement in 2002". Has the cat been left out of the bag, were there secret negotiations in 2002 in Wales, perhaps with the Tories, hence Laws being involved? Or do experienced negotiators just move from one to another and forget that the partnership agreement was 2000?! A good overview of developments.
