			<content:encoded><![CDATA[<p>The way that the One Wales Labour-Plaid Cymru Government is managing the health service has come in for some sustained criticism in recent months, not least the fact that following a substantial reorganisation, not a single senior executive was made redundant. Instead they were either put on gardening leave or redeployed to another job on a protected salary. It has been estimated that this has tied up £4 million in public money that might otherwise be spent on frontline services such as nurses and doctors. </p>
<p>Such stories have struck a chord with the public, so much so that even senior Plaid Cymru figures are starting to wake up to the disquiet their policies are causing. That is evident from the lead story in <a target="_blank" href="http://www.walesonline.co.uk/news/wales-news/2010/08/02/axed-nhs-executives-get-salary-protection-for-10-years-91466-26977566/">this morning&#8217;s Western Mail</a> in which Plaid&#8217;s chief whip, Chris Franks expresses outrage that these senior NHS executives will have their six-figure salaries protected for up to ten years.</p>
<p>He says that there are 120 former NHS directors and managers covered by this scheme. They have been redeployed elsewhere with protected salaries as high as £195,000 a year. This is despite the fact that the Welsh health service has been tasked with containing additional costs of £1.9 billion over the next five years and that most health boards are already facing overspends and having to make cuts to contain them.</p>
<p>As I have indicated, the irony is that Chris Franks, who is attacking his own government over this, maintains group discipline within his side of the government and is a leading member of one of the parties who are responsible for this policy. Does he not see some inconsistency in this position?</p>
<p>When even Plaid Cymru group officers point out that they are not fit for government then you know that it is time for a change.</p>

			<content:encoded><![CDATA[<p><a target="_blank" href="http://www.walesonline.co.uk/news/wales-news/2010/07/16/ex-minister-accuses-welsh-civil-service-of-litany-of-management-failures-91466-26863968/">This morning&#8217;s Western Mail reports</a> on former Minister, Andrew Davies&#8217; on-going campaign to blame the civil service for everything that has gone wrong during his stint in government:</p>
<p><em>Mr Davies said he was unconvinced that structural changes to senior management had delivered savings of £505,000. The Swansea West AM held the economic development portfolio from 2002 until 2007 and is concerned by how long it has taken to apply the recommendations of a series of wide-ranging reports.</p>
<p>He said: “I’m asking why it has taken three years for that to happen.”</p>
<p>He added that last year’s Glenn Massey report into International Business Wales – a body which the current economic development minister has chosen to scrap – was “fairly damning”.</p>
<p>Dame Gillian said the reports did not use the word “mismanagement”.</p>
<p>Mr Davies also raised concerns about the lack of detail in legislation coming before AMs, saying the cost implications of new Welsh laws were not clear.</p>
<p>He said: “This committee has actually been very worried about the way the Assembly Government has been dealing with Measures.”</p>
<p>He said that on at least one occasion the committee felt it was “unable to scrutinise legislation” because of “insufficient detail”.</em></p>
<p>Interestingly, one of Mr. Davies&#8217; coalition allies was less than impressed, questioning his motives for raising these matters:<br />

Plaid Cymru AM Chris Franks queried why Andrew Davies was taking this approach to his questions, saying: “I’m bemused to a certain extent that a former minister is now saying these things and I think we as a committee need to reflect on where Andrew is coming from.”</em></p>

In Wales it can, as Plaid popped off to Llandudno last weekend where no-one noticed them (so what’s new…) In any case, what self-respecting journalist is going to waste their time on things that are actually happening when there’s good speculatin’ to be had?</p>
<h3>Leaving On A Rhoose Plane</h3>
<p>The target of said speculation is of course Rhodri Morgan, whose stated retirement date (his 70th birthday) is now just over two weeks away. With departure supposedly imminent, the pretenders to the throne have crept back into the shadows to avoid the appearance of giving an extra shove on the way off the precipice (<a href="http://peterblack.blogspot.com/2009/09/leadership-campaign-startsperhaps.html" target="_blank">Jon Cruddas’ trip to Wales</a> to essentially endorse Huw Lewis as the “properly lefty” candidate notwithstanding.)</p>
<p>Mind you, Rhodri couldn’t have done a better job fuelling the speculation if he’d tried. First there was the <a href="http://www.walesonline.co.uk/news/welsh-politics/welsh-politics-news/2009/06/10/rhodri-hints-force-majeure-may-require-him-to-put-off-his-retirement-91466-23831817/" target="_blank">suggestion that he might stay on</a> if something serious happened; swine flu was the hypothetical example, but once you’ve established the principle, there’s a whole world of debate about how serious something has to be to count as disqualifying. Then <a href="http://www.bbc.co.uk/blogs/thereporters/betsanpowys/2009/04/obsessing_1.html" target="_blank">everyone worked out</a> that there was a distinct difference between announcing you were standing down on a date and announcing that you would announce you were standing down on that date, and now you’re off to the races.</p>
<p>With Rhodri not answering questions (except about where he lived, and <a href="../2009/09/economical-with-the-geographie.html" target="_blank">he couldn’t even get that right</a>) the vacuum was soon filled by the speculators. Would he stay on because if he announced he was standing down in September his successor wouldn’t be in place until Christmas, by which time the Assembly budget would be sorted and the general election would be close enough to count as <a href="http://www.simondyda.net/2009/09/tick-tock.html" target="_blank">the necessary extraordinary event</a>? And if he did go on schedule, how would he announce it if his birthday fell <a href="http://www.bbc.co.uk/blogs/thereporters/betsanpowys/2009/09/the_long_fuse.html" target="_blank">right in the middle of Labour Party Conference</a>? The Plaid spin machine’s efforts in cliff-shoving did at least elicit <a href="http://www.bbc.co.uk/blogs/thereporters/betsanpowys/2009/09/here_goes.html" target="_blank">the response they deserved from Rhodri</a>, but with two weeks to go, the silence remains deafening.</p>
<h3>Putting The Welsh Into Assembly</h3>
<p>If the internal machinations of Llafur didn’t take your fancy, however, there was always that great Welsh favourite, a row about the language, to keep you occupied.</p>
<p>The proceedings of the Assembly are of course simultaneously translated to allow members to speak in either English or Welsh, although a fair majority of business is conducted in English. A verbatim translation is then made and the official Record of Proceedings has, since the Assembly was established, been published bilingually. Nevertheless, just before heading off to <a href="http://www.libdemvoice.org/y-barcud-oren-10-15948.html" target="_blank">Senedd-by-the-Lakeside</a> the <a href="http://news.bbc.co.uk/1/hi/wales/wales_politics/8188325.stm" target="_blank">Assembly Commission decided</a> that the £250,000 annual cost of producing the full translation was excessive, particularly now that <a href="http://www.senedd.tv/" target="_blank">all Assembly proceedings are available online</a> and that in future the Record for plenary sessions would follow the practice of the Record for committee sessions and be in English only.</p>
<p>Unsurprisingly, the Welsh Language Board was pretty scathing of the idea and announced that it was taking advice with a view to legal action. It was the Commission’s response, however, that raised the matter from tragedy to comedy. They argued that the Assembly’s language scheme (a legally-defined document under the Welsh Language Act 1993, breaches of which can be investigated by the Board) was the responsibility of the Assembly (ie, the legislative body) and not of the <a href="http://en.wikipedia.org/wiki/Assembly_Commission" target="_blank">Assembly Commission</a> (ie, the body the manages the day-to-day needs of the members like heat and light) and that the Board was not empowered to investigate because while the Commission was subject to the Act, the Assembly itself wasn’t. I’d break out my box of metaphors at this point, but <a href="http://www.bbc.co.uk/blogs/thereporters/betsanpowys/2009/09/angels_and_pinheads.html" target="_blank">Betsan Powys has already nicked them all</a>…</p>
<p>Clearly there was going to be political hell to pay and the backtracking started in earnest, with Chris Franks claiming he had opposed the plan from the beginning and was furious that the Commission’s records did not reflect that opposition. Which is fine, unless one of the other members of the Commission is, say, the <a href="http://peterblack.blogspot.com/2009/09/postscript.html" target="_blank">Assembly’s leading blogger</a> and instantly able to let all and sundry know that such protestations are a huge load of <a href="http://en.wikipedia.org/wiki/Ed_Balls" target="_blank">the Secretary of State for Children, Schools and Families</a>…</p>
<p>Still, soon enough there was a cross-party motion <a href="http://www.bbc.co.uk/blogs/thereporters/betsanpowys/2009/09/and_finally.html" target="_blank">denouncing the decision</a> and a firm rebuttal of the Humphreyonics <a href="http://news.bbc.co.uk/1/hi/wales/wales_politics/8248153.stm" target="_blank">from the Welsh Language Board</a>. And as the £250,000 of savings sails off into a sunset of lawyers fees, the saga wends its weary way onwards. Whither Llandudno…</p>

Without doubt journalists and campaigners are scouring it to get themselves a good story so we thought we might start them off with a quickie.</p>
<p>It has been noted that the Conservative Leader Nick Bourne paid <a href="http://www.haecceitas.com/about.jsp" target="_blank">Haecceitas Ltd</a> £2,438.79 in twoinstallments on 8 May 2008 and 7 April 2009 respectively for a website. Does anybody know where this website is?</p>
<p>The only site that we are aware of is <a href="http://nickbourneam.blogspot.com/" target="_blank">this free blogspot account</a> whilst <a href="http://www.google.co.uk/search?hl=en&amp;q=nick+bourne+am&amp;btnG=Google+Search&amp;meta=&amp;aq=f&amp;oq=" target="_blank">Google</a> does not throw up any new sites either.</p>
<p>Presumably there is a big launch planned and, given the time it has taken to develop and its cost, the site will be very good.</p>
<p><strong>Update:</strong> <a href="http://news.bbc.co.uk/1/hi/wales/wales_politics/8121457.stm" target="_blank">The BBC</a> have identified that Plaid Cymru AMs Chris Franks and Leanne Wood claimed £400 each towards the cost of the party&#8217;s stand at the National Eisteddfod in Cardiff. The rationale is apparently so that they could hold surgeries there. Their constituents would have had to pay £12 each to see their AMs with their problems.</p>

			<content:encoded><![CDATA[<p>In <a href="http://www.walesonline.co.uk/news/wales-news/2009/04/14/1-000-a-year-university-drop-outs-in-wales-91466-23378793/" target="_blank">this morning&#8217;s Western Mail</a>, Plaid Cymru&#8217;s South Wales Central Assembly Member, Chris Franks, highlights the large numbers of students who drop out of Welsh universities each year.</p>
<p>He tells the paper that the figures indicate that some students have taken the wrong courses, however the universities themselves say that the reasons are more fundamental. The director of marketing and student recruitment at the University of Glamorgan explains that students at his university come from a range of socioeconomic backgrounds and as such have to juggle part-time jobs, families and financial concerns. In other words debt and the fear of debt plays a major part in the decision to drop out.</p>
<p>Is it possible that Plaid Cymru&#8217;s decision to abandon their principles and support the introduction of top-up fees for Welsh students will make things worse? In retrospect Chris Frank&#8217;s intervention in this matter could well be an own-goal. If students have problems now then they will be even worse off once the Labour-Plaid Cymru Government starts creating mortgage-sized debts that they will have to pay off once they graduate. How will that affect drop-out rates?</p>
